Since both dependencies have different groupId and artefactId the Maven treats them as diferent dependencies and doesn't try to exclude one of them. The version 1.5 is added by the POI 3.9 dependency. The commons-codec jar appears twice in the dependencies: There are more dependency issues in BIRT 4.3.1.
